Gov. Jay Nixon has appointed Charlie Shields, of St. Joseph, to the State Board of Education. Shields, a Republican, is the chief operating officer of Truman Medical Center Lakewood. He was a long-time state legislator, representing St. Joseph in the House from 1991 to 2003 and Buchanan and Platte counties in the Senate from 2003 to 2011. Shields held the position of Senate President Pro tem from 2009 to 2011, and the position of Majority Floor Leader from 2005 to 2008. Prior to joining Truman Medical Center in 2010, he held management positions at Heartland Health in St. Joseph for 17 years.
The appointment of Shields will be subject to confirmation by the Missouri Senate, but he will be able to begin serving on the board immediately. The Governor has appointed him for a term ending July 1, 2020.
The State Board of Education sets accreditation standards for local school districts, including minimum high school graduation standards and basic requirements for curriculum, staffing and student testing; establishes academic performance standards for public schools; sets education and certification requirements for all professional personnel in public schools (teachers, administrators, librarians, counselors); approves professional education programs in the state's community colleges and four-year colleges and universities, both public and private; and establishes regulations and administrative requirements for the distribution of state and federal funds to school districts.
