Gov. Nixon makes board and commission appointments
JEFFERSON CITY - Gov. Jay Nixon today announced his appointments to four boards and commissions. The appointment to the Missouri Consolidated Health Care Plan Board of Trustees will be subject to confirmation by the Missouri Senate. The appointees, along with their boards and hometowns, are:
- Citizens Advisory Committee on Corrections (Jandra D. Carter - St. Thomas; Harry E. Hall - Moberly; Melvin L. Sanders - St. Louis)
- Education Commission of the States (Patrick H. Gadell - Chesterfield)
- Missouri Consolidated Health Care Plan Board of Trustees (Erin S. Burlison-Huss - O'Fallon)
- Missouri State Employees Retirement System Board of Trustees (Antwaun L. Smith - Kansas City)
Citizens Advisory Committee on Corrections
The Governor has appointed Jandra D. Carter, of St. Thomas; and Melvin L. Sanders, of St. Louis; and re-appointed Harry E. Hall, of Moberly, to the Citizens Advisory Committee on Corrections. The committee works to enable the Department of Corrections to operate at the highest professional level and to provide inmates of correctional institutions with an objective and impartial source for the resolution of grievances and concerns.
Carter is a retired state employee who served on the Board of Probation and Parole from 1997 to 2002 and was the assistant division director for the Division of Probation and Parole's western zone from 2002 to 2006. The Governor has appointed her for a term ending Sept. 10, 2012.
Hall is a retired Missouri public school superintendent who served in Marion County, Gilman City, Palmyra, Canton, Higginsville and Huntsville. He has served on the Citizens Advisory Committee on Corrections for more than 20 years. The Governor has re-appointed him for a term ending Sept. 10, 2012.
Sanders is a retired officer with 28 years' service in the U.S. Air Force and U.S. Air Force Reserve. He worked in several management positions for the Internal Revenue Service from 1974 to 2008 and for the U.S. Census Bureau from 2008 to 2010. The Governor has appointed Sanders for a term ending Sept. 10, 2012.
Education Commission of the States
The Governor has appointed Patrick H. Gadell, of Chesterfield, to the Education Commission of the States. The Educational Commission of the States is a nonprofit, nationwide interstate compact formed in 1965. Its primary purpose is to help governors, state legislators, state education officials and others develop policies to improve the quality of education at all levels.
Gadell is an attorney in private practice in St. Louis County who obtained his bachelor's degree from the University of Missouri-St. Louis and his law degree from Saint Louis University School of Law. The Governor has appointed Gadell for a term ending at the pleasure of the Governor.
Missouri Consolidated Health Care Plan Board of Trustees
The Governor has appointed Erin S. Burlison-Huss, of O'Fallon, to the Missouri Consolidated Health Care Plan Board of Trustees. The board is responsible for the general administration and operation of the plan covering medical expenses of state employees, retirees, their families and survivors. The board also functions as fiduciaries of the trust and is responsible for the financial viability of the trust; establishes all eligibility and participation requirements for members wishing to join the plan; and develops all rules and regulations necessary to efficiently operate the plan.
Burlison-Huss is an attorney in private practice in St. Charles County. She received her undergraduate degree from the University of Missouri and her law degree from Saint Louis University School of Law. She is a board member of the Boys & Girls Club of St. Charles County. The Governor has appointed her for a term ending Dec. 31, 2012.
Missouri State Employees Retirement System Board of Trustees
The Governor has appointed Antwaun L. Smith, of Kansas City, to the Missouri State Employees Retirement System (MOSERS) Board of Trustees. The board is responsible for the general administration and proper operation of the Missouri State Employees Retirement System, as well as for the administration and oversight of the State of Missouri Deferred Compensation Program.
Smith is an attorney in private practice in Kansas City. He obtained his bachelor's and law degrees from the University of Missouri, and his master of business administration from Oxford University in England. He also did graduate coursework at Harvard University. Smith has served on several civic and non-profit boards of directors. The Governor has appointed him for a term ending at the pleasure of the Governor.
