Gov. Nixon appoints new members to several university boards, Regional Convention and Sports Complex Authority

JEFFERSON CITY - Gov. Jay Nixon has announced his appointments to the governing boards for several universities, as well as to the Regional Convention and Sports Complex Authority. The appointees will be subject to confirmation by the Missouri Senate, and are listed below with their hometowns:

  • Missouri State University Board of Governors (Carrie Carroll - Jefferson City; Lloyd Joseph Carmichael - Springfield)
  • Northwest Missouri State University (Dr. Patrick B. Harr - Shell Knob; John W. Richmond - Albany)
  • Regional Convention and Sports Complex Authority (Bruce Thomas Sommer - Glendale; Edward J. Tabash - St. Louis City; M. Zane Yates - Oakville)
  • Truman State University Board of Governors (David L. Bonner - Matteson, Ill.)
  • University of Central Missouri Board of Governors (John Allen Collier - Weston)

Missouri State University Board of Governors

The Governor has appointed Carrie Carroll (R), of Jefferson City, and Lloyd Joseph (Joe) Carmichael (D), of Springfield, to the Missouri State University Board of Governors. The Missouri State University Board of Governors possesses full power and authority to adopt all needful rules and regulations for the guidance and supervision of the University. 

Carroll is the owner of Carrie's Hallmark Shop in Jefferson City, and is also an artist and a photographer. She is a graduate of Missouri State University with a degree in business management. Carroll is an elected member of the Jefferson City Council and has served on the boards of numerous civic and charitable organizations. The Governor has appointed her for a term ending Jan. 1, 2015.

Carmichael is the president and law firm manager of Carmichael and Neal, and has practiced law in Springfield for almost 40 years. He obtained his undergraduate degree from Missouri State University and his law degree from the University of Arkansas. Carmichael serves on the State Highways and Transportation Commission. The Governor has appointed Carmichael for a term ending Jan. 1, 2017.

Northwest Missouri State University Board of Regents

The Governor has appointed Dr. Patrick B. Harr (R), of Shell Knob, and John W. Richmond (D), of Albany, to the Northwest Missouri State University Board of Regents. The Board of Regents develops policy and has responsibility for sound resource management of the University, and determines general, educational and financial policies.

Dr. Harr is a physician specializing in family and sports medicine at Mercy Family Medicine in Shell Knob. He obtained his medical degree from the University of Missouri, and studied pre-medicine at Northwest Missouri State University before obtaining his undergraduate degree at the University of Missouri. Dr. Harr is a veteran of the U.S. Air Force. The Governor has appointed him for a term ending Jan. 1, 2019.

Richmond is the retired president and CEO of Northwest Medical Center in Albany, a position he held for 29 years. He has held leadership positions in several health care organizations and boards. Richmond obtained his undergraduate degree from the University of Missouri-Kansas City, and his master's in hospital administration from Webster University. The Governor has appointed him for a term ending Jan. 1, 2019.

Regional Convention and Sports Complex Authority

The Governor has appointed Bruce Thomas Sommer (D), of Glendale, Edward J. Tabash (R), of St. Louis City, and M. Zane Yates (R), of Oakville, to the Regional Convention and Sports Complex Authority. The authority oversees financing, design and construction of the St. Louis domed stadium/convention center expansion and administers annual Preservation Funding in accordance with state statute, by-laws and bond indentures. 

Sommer retired in 2009 after serving for 18 years as the senior vice president of the Saint Louis Convention and Visitors Commission and as director of America's Center. He is a past alderman of the City of St. Louis and served as a member of the cabinet of St. Louis Mayor Vincent Schoemehl Jr. from 1984 to 1991. Sommer is a veteran of the U.S. Army and obtained his undergraduate and master's degrees from the University of Missouri - St. Louis. The Governor has appointed him for a term ending May 31, 2018.

Tabash is retired as a partner from MRCT - Benefits Plus, a St. Louis business that provides employee benefits. He began Benefits Plus in 1992, and it later merged with Maher Rosenheim Comfort Tabash to become MRCT-Benefits Plus. Tabash previously was a vice president of marketing for Blue Cross Blue Shield. He is a graduate of Saint Louis University. The Governor has appointed him for a term ending May 31, 2018.

Yates is the senior director of business development for the Centene Corp. He served as a member of the Missouri House of Representatives from 1990 to 1996 and was the assistant Republican floor leader. Yates earned his undergraduate degree from the University of Missouri and his law degree from Florida State University. The Governor has appointed him for a term ending May 31, 2016.

Truman State University Board of Governors

The Governor has appointed David L. Bonner (D), of Matteson, Ill., to the Truman State University Board of Governors. The board is the highest policy-making body of the university.

Bonner obtained his undergraduate degree from Truman State University and his law degree from the University of Wisconsin. He is an assistant attorney general in the Illinois Attorney General's Office and a judge advocate in the Judge Advocate General's Corps of the U.S. Army Reserve. The Governor has appointed him for a term ending Jan. 1, 2019.

University of Central Missouri Board of Governors

The Governor has appointed John Allen Collier (R), of Weston, to the University of Central Missouri Board of Governors. The board is the highest policy-making body of the university.

Collier is a claim team manager for State Farm Insurance, and has been with the company since 1991. He is the school board president for the West Platte R-II Schools, and served 12 years on the Weston Board of Aldermen. He is active in the Boy Scouts and other civic, charitable and sports organizations. Collier obtained his undergraduate degree from the University of Central Missouri. The Governor has appointed him for a term ending Jan. 1, 2019.
