Gov. Jay Nixon today announced his appointments and re-appointments to 15 boards and commissions. Those appointed will begin serving in the positions immediately, and will be subject to confirmation by the Missouri Senate when it re-convenes in January. The appointees, along with their boards and hometowns, are:

Alzheimer's State Plan Task Force
The Governor has appointed Lisa G. Baron, of University City; Timothy G. Dolan, of Wildwood; Gwendolyn Y. Richards, of Kansas City; and C. Carroll Rodriguez, of Chesterfield, to the Alzheimer's State Plan Task Force. The task force, which was created by a state law passed in 2009, is charged with assessing the current and future impact of Alzheimer's and related dementia on residents of Missouri; examining existing services and resources addressing the needs of persons with dementia, their families and caregivers; and developing recommendations to respond to the escalating public health situation regarding Alzheimer's. The Task Force will submit a report of findings and date-specific recommendations to the General Assembly and the Governor in the form of a state plan by Nov. 15, 2010 and provide annual supplemental reports to the Governor and General Assembly.
Baron is the founder and executive director of Memory Care Home Solutions, which provides services to families caring for a loved one with dementia at home. She previously served as general counsel and director of development for Parc Provence, the largest senior care facility in Missouri for those with Alzheimer's disease. The Governor has appointed Baron for a term ending Nov. 1, 2012.
Dolan is the CEO and president of Dolan Residential Care Centers, which he founded in 1995. The Dolan facilities are designed to meet the needs of those affected by Alzheimer's disease and dementia-related disorders. The Governor has appointed Dolan for a term ending Nov. 1, 2012.
Richards is an application analyst for YRCW Worldwide, one of the world's largest transportation service providers. She is active as a volunteer, including serving as an advisor for youth through the NAACP, as a mentor for teen mothers through a program sponsored by several Kansas City hospitals, and as a Project Literacy tutor. The Governor has appointed Richards for a term ending Nov. 1, 2012.
Rodriguez has served as the state director of public policy for the Alzheimer's Association since 1996. She has more than 20 years' experience in the field of aging, and has given numerous presentations on Alzheimer's and other aging issues. The Governor has appointed Rodriguez for a term ending Nov. 1, 2012.
Child Abuse and Neglect Review Board
The Governor has re-appointed Tracy Gonzalez, of Columbia, to the Child Abuse and Neglect Review Board. The Board provides an independent review of child abuse and neglect determinations in instances in which the alleged perpetrator is aggrieved by the decision of the Division of Family Services.
Gonzalez is assistant dean at the University of Missouri School of Law and previously served as director of the Child Protection Clinic at the law school and as an assistant prosecuting attorney in Boone County. The Governor re-appointed Gonzalez for a term ending Aug. 3, 2012.
Children's Trust Fund Board
The Governor has re-appointed Susan E. Block, of University City, to the Children's Trust Fund Board. The Children's Trust Fund works to prevent or alleviate child abuse and neglect by planning and policy development; ensuring appropriate funding of results-oriented programs, training programs for prevention professionals, and research; promoting public awareness and education; and assisting in the integration of statewide prevention efforts.
Block is an attorney and a partner at Paule Camazine and Blumenthal. She previously was an administrative judge of the Family Court of St. Louis County and a St. Louis County circuit judge. The Missouri Supreme Court appointed Block to serve on the Missouri Children's Service Commission, the Missouri Children's Justice Commission, and the Missouri Supreme Court Family Court Committee. The Governor re-appointed Block for a term ending Sept. 15, 2012.
Corrections Officer Certification Commission
The Governor has appointed Christopher E. Egbert, of Columbia; Charles M. Heiss, of Centerview; and Matthew D. Whittle, of Linn Creek, to the Corrections Officer Certification Commission. The commission makes recommendations regarding qualifications, training, testing and certification so that correctional administrators can attract and retain qualified personnel and further the profession of corrections.
Egbert is a retired planning section manager for the Missouri Department of Corrections. He previously served as a manager in the Missouri Department of Public Safety's Peace Officer Standards and Training (POST) program. Before joining the POST program, Egbert was a police officer for the Columbia Police Department, reaching the rank of captain. The Governor has appointed Egbert for a term ending Oct. 30, 2012.
Heiss has served as the sheriff of Johnson County since 1997 and was named Sheriff of the Year by the Missouri Deputy Sheriffs Association in 1999 and 2003. He served as the 911 director for the county from 1998 to 2005, and was a Warrensburg police officer prior to becoming sheriff. Heiss is a graduate of the National Institute of Corrections and the National Sheriffs Institute. The Governor has appointed him for a term ending Oct. 30, 2012.
Whittle is a lieutenant for the Missouri Department of Corrections and has been with the department since 1998. He is a member of the Algoa Correctional Center Dog Team and was event coordinator for the Department of Corrections tracking dog competition. The Governor has appointed Whittle for a term ending Oct. 30, 2011.
Holocaust Education and Awareness Commission
The Governor has appointed Devorah Goldenberg, of Chesterfield, to the Holocaust Education and Awareness Commission. The commission promotes implementation of holocaust education and awareness programs in Missouri in order to encourage understanding of the holocaust and discourage bigotry.
Goldenberg is a real estate broker at Total Realty who is an active docent at the St. Louis Holocaust Museum and Learning Center and serves on its advisory board. A Sunday school teacher for United Hebrew Congregation in St. Louis County, Goldenberg traveled on a docent trip to Eastern Europe in 2007 and visited the site of three concentration camps. She will serve a term ending at the pleasure of the Governor.
Midwestern Higher Education Commission
The Governor has appointed Dr. Evelyn E. Jorgenson, of Moberly, to the Midwestern Higher Education Commission. The commission advances higher education through interstate cooperation and resource-sharing.
Dr. Jorgenson has served as the president of Moberly Area Community College since 1996 and has been with the college since 1986. She is a past president of the Missouri Community College Association Presidents' and Chancellors' Council. The Governor has appointed Dr. Jorgenson for a term ending Feb. 2, 2010.
Missouri Board for Architects, Professional Engineers, Professional Land Surveyors, and Landscape Architects
The Governor has appointed Kathy W. Achelpohl, of Kansas City; and Kenneth M. Frashier, of Lake Lotawana, to the Missouri Board for Architects, Professional Engineers, Professional Land Surveyors, and Landscape Architects. The board protects the public from incompetence, misconduct, gross negligence, fraud, misrepresentation or dishonesty; licenses only qualified professionals by examination and evaluation of minimum competency; enforces standards by implementing legislation and administrative rules; and encourages economic development and partnerships with existing small businesses.
Achelpohl is a principal with the architecture firm BNIM and has more than 24 years experience as an architect. She served as a team leader for the Bloch Building addition at the Nelson-Atkins Museum of Art, and has worked on architecture projects at the University of Texas Health Science Center in Houston. The Governor has appointed Achelphol for a term ending Sept. 30, 2012.
Frashier founded the architecture firm of Kenneth M. Frashier & Associates in 1976 and has more than 45 years of design experience in retail, interiors, industrial, custom residential and banks. He has appeared before planning commissions and city councils with most cities in the Kansas City metropolitan area. The Governor has appointed Frashier for a term ending Sept. 30, 2011.
Missouri Family Trust Board of Trustees
The Governor has re-appointed Angela M. Dalton, of Kirkwood; and Letitia Thomas, of Columbia, to the Missouri Family Trust Board of Trustees. The board of trustees is designed to provide persons with a mental and/or physical disability a better quality of life, from funds received through the Missouri Family Trust without endangering governmental entitlements for which they are or may become eligible.
Dalton is the executive president of Central Trust & Investment Company, and previously served as president and CEO of Guaranty Trust. She also has been active as a board or council member of numerous civic and non-profit organizations in the St. Louis area, including MERS/Missouri Goodwill, the Central Institute for the Deaf, St. Louis Children's Hospital, BJC Hospital and the St. Louis Art Museum. The Governor has appointed Dalton for a term ending Oct. 25, 2012.
Thomas is the project director for the University of Missouri-Kansas City CMS Person-Centered Planning Implementation Grant. She previously was director for the adult day health care program run by the University of Missouri's School of Health Professions, and before that was a member of the Division of Comprehensive Psychiatric Services policy team under the Missouri Department of Mental Health. The Governor has appointed Thomas for a term ending Oct. 25, 2012.
Missouri Health Facilities Review Committee
The Governor has appointed Edna Salcedo Talboy (D), of Parkville; and Dr. Theodore M. Vollmar (R), of Frontenac, to the Missouri Health Facilities Review Committee. The committee, which administers the Certificate of Need statute, has a mission of cost containment through health cost management, assurance of community need and the prevention of unnecessary duplication of health care services.
Talboy is an education and instructional design consultant for Salcedo-Talboy Consulting. She provides consultation in the design, development and implementation of training projects and e-learning. She also serves as a Kansas City human rights commissioner. The Governor has appointed Talboy for a term ending Jan. 1, 2011.
Dr. Vollmar is a general radiologist at St. Anthony's Medical Center who received his medical degree from the Saint Louis University School of Medicine. He is manager and medical director of South County PET Imaging LLC. The Governor has appointed Dr. Vollmar for a term ending Jan. 1, 2011.
Missouri Housing Development Commission
The Governor has re-appointed Timothy M. Joyce (R), of Warrenton, to the Missouri Housing Development Commission. The Missouri Housing Development Commission works to provide quality, safe, affordable housing for low and moderate income citizens of Missouri.
Joyce is an attorney in private practice who served as Warren County prosecuting attorney from 1981 to 1991. The Governor re-appointed Joyce to a term ending Oct. 13, 2013.
Missouri Southern State University Board of Governors
The Governor has appointed Dr. Sherry L. Buchanan (D), of Joplin, to the Missouri Southern State University Board of Governors. The nine-member Board of Governors oversees the successful implementation of well-planned and sound academic programs of higher learning for the benefit of the students of the college.
Dr. Buchanan is a retired licensed psychologist who operated a private practice in Joplin for several years. She previously served as co-executive director of the Children's Center of Southwest Missouri, a child advocacy center in Joplin; and as director of domestic violence and sexual assault intervention services at Lafayette House in Joplin. The Governor has appointed her for a term ending Aug. 30, 2014.
Missouri State Board of Nursing
The Governor has appointed Robyn C. Chambers, of Ballwin, to the Missouri State Board of Nursing. The Board of Nursing protects the public; licenses by examination, endorsement, and renewal; regulates the quality of nursing education; disciplines the licenses of nurses who violate the Nursing Practice Act; and determines the scope of practice for licensed individuals.
Chambers is an assistant administrator with West County Care Center in Ballwin and has been an LPN charge nurse for several years. The Governor has appointed her for a term ending June 1, 2012.
Missouri State Employees' Voluntary Life Insurance Commission
The Governor has appointed Lance Mayfield, of Viburnum, to the Missouri State Employees' Voluntary Life Insurance Commission. The commission provides a state-sponsored life insurance program to the employees of the State of Missouri, and administers the plan, which allows state employees to authorize voluntary payroll deductions for the purchase of life insurance products, procured through competitive bidding.
Mayfield has more than 22 years experience as a professional agent with Farmers Insurance with an agency he started in Viburnum in 1987. Mayfield has a Life Underwriters Training Council Fellow professional designation, and also is a Life Underwriters Training Council class moderator. The Governor has appointed Mayfield for a term ending Oct. 7, 2012.
Missouri Workforce Investment Board
The Governor has appointed Dr. Don W. Cook, of Manchester, to the Missouri Workforce Investment Board. The board serves as an advisory council to the Governor and the Division of Workforce Development on employment and training needs of Missouri businesses.
Dr. Cook is the president and CEO of Capital International Communications LLC in St. Louis. In 2009, his business was selected as one of the top 500 African American-owned businesses in the United States by DiversityBusiness.com. He previously served as an executive with Southwestern Bell Telephone Co. The Governor has appointed Cook for a term ending March 3, 2013.
State Historical Records Advisory Board
The Governor has appointed Gregory B. Allen, of Kansas City; and David E. Richards, of Springfield, to the State Historical Records Advisory Board. The Missouri Historical Records Advisory Board promotes and supports identification of, preservation of, and access to all historical records in Missouri.
Allen has served as the president of Allen Financial Corporation since 1981. An attorney, Allen has been a longtime volunteer and advocate for historic preservation and heritage awareness, and has served on several boards and commissions for historic preservation. The Governor has appointed him for a term ending Nov. 1, 2012.
Richards has served as head of the special collections and archives department at the Duane G. Meyer Library at Missouri State University since 1997. He previously served as special collections librarian at the University of Southern Mississippi. He previously served on the State Historical Records Advisory Board from 2003 to 2007. The Governor has appointed him for a term ending Nov. 1, 2010.
