To appropriate money for the several departments and offices of state government, and the several divisions, and programs thereof, for planning and capital improvements, including but not limited to, major additions and renovations, new structures, and land improvements or acquisitions, and to transfer money among certain funds, to be expended only as provided in Article IV, Section 28 of the Constitution of Missouri for the fiscal period beginning July 1, 2025, and ending June 30, 2026.
