Today, Governor Mike Kehoe announced that Budget Director Dan Haug will retire effective October 1, 2026, following 11 years of service as budget director and 31 years of state government service.
"Dan has served in this important role under multiple administrations with unwavering integrity and professionalism," said Governor Kehoe. "His deep understanding of the state budget has provided valuable guidance to state leaders and decision makers throughout the ups and downs of Missouri's budget landscape. I want to thank Dan for his dedicated service to our state, and I join the entire Budget and Planning team in thanking him for his leadership and wishing him well in retirement."
Haug started with the state as an economist forecasting tax revenue for the Office of Administration's Division of Budget and Planning in 1995. In 2002, he joined the Senate Appropriations staff and served as director from 2005 to 2013. He then became the director of administration for the Department of Mental Health in 2013 before Governor Nixon named him budget director in 2015. Haug is the longest serving budget director, having served in the position under 4 Governors over 11 years.

"I am very grateful to have had the opportunity to help these administrations craft state budgets that improved the lives of Missourians in countless ways. I want to thank the amazing team at Budget and Planning for all of their excellent work and service to the state.”
Upon Haug’s retirement, Missouri Department of Corrections (DOC) Director Trevor Foley will serve as budget director.
"Trevor brings years of valuable experience to this role, having spent over two decades in state budget analysis and management in both the executive and legislative branches," said Governor Kehoe. "A well-respected leader in state government, Trevor will provide the necessary leadership and background for the budget challenges ahead as our administration works to right-size state government to ensure Missouri remains positioned for long-term success."
Foley began his career with state government at the Missouri Department of Corrections as a budget analyst in January 2000 and was promoted to budget analyst III by May 2001. In August 2007, he accepted a position with the Missouri State Senate as an appropriations analyst. He was promoted to assistant director of the Senate Appropriations Staff Office in July 2015. Foley returned to the Department of Corrections as the director of budget and finance in August 2018 and was appointed as DOC director in December 2023.

The Division of Budget and Planning assists the Commissioner of Administration and the Governor in management of the executive branch. The division analyzes budget policy issues and provides fiscal information to the commissioner, the governor's office, the General Assembly, Missouri's congressional delegation, and state, local, and federal agencies.
