Governor Kehoe Expands Executive Order Providing Transportation Cost Relief to Missouri Farmers and Truckers

Today, Governor Mike Kehoe signed Executive Order 26-20, expanding his Executive Order 26-19 issued last week, allowing the highway use of dyed diesel fuel for all motor vehicles operating for any purpose.

This action aligns state regulatory relief and enforcement discretion with President Trump's Emergency Tax Relief on Diesel Fuel Executive Order to provide economic relief and maintain uniformity across all transportation sectors.

"Today's action brings clarity to Missouri's farmers and truckers who are working hard to deliver goods and keep our economy moving while facing higher diesel costs," said Governor Kehoe. “Thanks to action at the federal level by President Trump, haulers in Missouri will now be able to utilize tax-free diesel fuel on any road in Missouri for any purpose. Lowering transportation costs across the entire supply chain means savings that trickle down to reduce everyday expenses for every Missouri family, business, and consumer."

Dyed diesel is off-road fuel marked red to be used in agricultural operations and sold without a motor-fuels tax. Because of its tax status, Missouri law bars its use on public roadways. The executive order suspends state restrictions and associated statutory penalties for vehicles traveling on Missouri-operated highways, and prohibits any state agency, department, or law enforcement officer from assessing administrative, civil, or criminal penalties against any owner or operator operating within the scope of this exemption.

The Executive Order 26-19's temporary increase in agricultural allowable weight limitations has also been extended through this executive order. 

Executive Order 26-20 is effective immediately and will expire December 31, 2026.
